Oil & gas procurement in MENA is governed by the operator's approved-vendor list (Aramco, ADNOC, KOC, QatarEnergy, Sonatrach, EGPC, OQ all maintain rigorous AVLs) before any national conformity scheme. Most national oil companies require pre-qualification through their portal and witness rights at the manufacturer's works during factory tests. SABER (Saudi Arabia), ECAS (UAE), G-Mark (GCC), and KEC (Kuwait) layer on top of operator AVL approval for electrical and pressure-bearing equipment. Hazardous-area equipment must carry valid IECEx or ATEX certification matched to the installation's zone classification; older Zone 1 / Zone 2 declarations must be re-validated when the certifying body changes its scope.
